When Nigerian professionals think about moving to Canada permanently, Express Entry is almost always the first thing they consider. It makes sense. Express Entry is the most widely discussed Canadian immigration pathway in Nigeria and it has a strong track record.

But Express Entry is also highly competitive. The CRS score required to receive an invitation has been rising steadily, and many Nigerian professionals with strong profiles simply do not score high enough to receive a federal invitation.

The Provincial Nominee Programme is different. And for many Nigerian applicants, it is the better pathway.

What the PNP Actually Is

Canada is a federation of ten provinces and three territories. Each province and territory has its own economy with its own specific labour needs. The PNP allows provinces to nominate candidates for permanent residence based on those local needs, independently of the federal Express Entry system.

In simple terms: the province needs workers in specific occupations. You have experience in one of those occupations. The province nominates you. You get 600 additional CRS points, which is effectively a guaranteed invitation to apply for permanent residence.

Which Provinces Are Most Relevant for Nigerian Applicants

Different provinces target different occupation categories. Some of the most accessible PNP streams for Nigerian applicants include:

Ontario Immigrant Nominee Program (OINP): Strong demand for tech professionals, healthcare workers, and financial services professionals in Toronto and surrounding areas.

Alberta Advantage Immigration Program: Strong demand for tradespeople, engineers, and healthcare workers. Alberta's economy is growing and the province actively recruits internationally.

Manitoba Provincial Nominee Program: One of the more accessible PNP programmes with streams for skilled workers, international graduates, and business investors.

British Columbia PNP: Strong in tech, healthcare, and natural resources. Vancouver's tech sector has grown significantly and actively seeks skilled international workers.

The Employer Job Offer Streams

Several PNP streams require a valid job offer from a Canadian employer in the province. This sounds like a chicken and egg problem but it is more manageable than it appears. Canadian employers who are eligible to hire through PNP streams are often actively looking for international candidates, and platforms like LinkedIn and Job Bank are actively used by recruiters in these provinces.

PNP Without Express Entry

There are also PNP streams that operate completely outside of Express Entry. These are called base PNP streams, and they submit a paper application directly to the federal government rather than going through the Express Entry system.

Base PNP streams are generally slower than Express Entry-linked streams but they are an important option for candidates whose CRS score would not be competitive even with provincial nominations in the Express Entry pool.

The Honest Timeline

PNP applications take longer than Express Entry in most cases. A PNP nomination followed by a permanent residence application typically takes between 12 and 24 months from the time of nomination. Express Entry-linked PNP streams are faster, typically 6 to 12 months after nomination.

That timeline sounds long, but for many Nigerian professionals it is the difference between a pathway that works and a pathway that does not exist at all given their current CRS score.
